BACKGROUND INFORMATION

The survey will help the European Commission prepare for the revision of the Public Procurement Directives (Directives 2014/23/EU, 2014/24/EU, and 2014/25/EU).
The goal of the revision is to make public sector investments and expenditures more efficient while preventing corruption, developing tools to strengthen EU economic security and sovereignty, and aligning public procurement policy more closely with EU strategic goals in the areas of environmental protection, social issues, and innovation.
The revision should benefit businesses, including SMEs, by reducing administrative burden, improving legal clarity, and helping companies reduce costs. Simplified procedures and increased transparency should ease access to public procurement in the Single Market.
The Commission will assess the future impact by evaluating the effects of the policy options being considered. The evaluation will draw on existing research, various consultations with stakeholders, and targeted studies.
The survey collects views from small and medium-sized enterprises (SMEs) across all sectors of the economy. It aims to provide insights into the costs, benefits, cost savings, and administrative burden related to the policy measures under consideration.
The answers to this questionnaire will help the Commission better consider the needs and impacts of SMEs when establishing future public procurement rules.
